The United Nations High Commissioner for Refugees (UNHCR) confirmed that the deadline passed on Saturday, nearly a month after Pakistani authorities finally relented and issued a no-objection certificate. In the past four years alone, Afghan refugees living in Pakistan have been forced to endure long periods of destitution, with more than half of the roughly 4 million people who have fled their country across the border since 2001 enduring hunger, illness and even death in Pakistan. Kamal Munir, a Pakistani lawyer working with the ICRC, said that Pakistani officials have refused to allow the aid organisations into the country until last weekend, when the situation on the ground was seen to be so dire that the government finally relented. "You cannot say that our work is not the work of humanity," Mr Munir told Al Jazeera. "We were waiting for a long time for this to happen and it has happened. "We are very happy with the people who have worked for this." "It is tragic that so many refugees continue to be pushed into destitution," Mr Fine said. "It's an affront to human dignity and a violation of their rights." The crisis was worsened earlier this year when a cyclone killed at least 1,000 people and left tens of thousands more homeless in Pakistan's southern Sindh province. The government's approach has also been criticised by rights groups, who accuse the ac619d1d87
